Summary

MHL Consulting reviewed and stamped the electrical sheets and Title 24 lighting forms for a mechanical, electrical and plumbing tenant improvement at 1546 Victory Blvd in Glendale. When the city required the project to be split into two permit submittals (Unit A and Unit B), MHL reviewed and stamped each set separately. A later utility comment required a correction to the existing service shown on the single-line diagrams, and MHL re-stamped the revised sheets.

Problem / Objective

The contractor needed sealed electrical drawings and energy forms to move through plan check, and needed the set to stay stamp-ready as the permit scope changed.

Process

  1. Received the electrical sheets and NRCC-LTI-E lighting form for review (January 2026).

  2. Reviewed the drawings, then returned stamped and signed sheets and forms within two days.

  3. Received the project as two split sets for Unit A and Unit B, as required by the city (April 2026).

  4. Reviewed and stamped each unit’s electrical sheets and lighting forms individually.

  5. Received revised single-line diagrams and panel schedules after Glendale Water and Power asked that the existing three-phase service be shown as 3-wire instead of 4-wire (May 2026).

  6. Re-stamped the revised Unit A and Unit B sheets.

Payoff / Results (Metrics)

  • Stamped sets delivered for the original submittal and for both split Unit A and Unit B submittals

  • Utility service correction (4-wire to 3-wire) turned around as a re-stamp within about two days of receipt

  • One engineer of record kept the same stamped record across three submittal rounds

When this applies

A design-build or MEP contractor in Southern California who needs a licensed California electrical PE to review and stamp tenant improvement electrical sheets and Title 24 lighting forms. It also maps to projects where the city splits one scope into separate permit sets, or where a utility such as Glendale Water and Power asks for single-line corrections after submittal.
