Summary

A hospital in Riverside needed two automatic transfer switches (400A and 30A) replaced because the manufacturer no longer produces the part and a substitute could not be sourced. MHL reviewed, stamped and signed the electrical sheets for HCAI submittal and supported the later HCAI review cycles.

Problem / Objective

Hospital electrical work goes through HCAI, which issues triage and plan-check comments and requires a TIO program. The objective was HCAI-ready electrical sheets, stamped under the California deadline, with the PE’s responsibility clearly limited to the electrical scope.

Process

  1. Stamped and signed the electrical sheets on 12/30/2025 so the client could submit before the January 1, 2026 California code change.

  2. Re-stamped revised sheets in May 2026 after HCAI triage comments.

  3. Reviewed the TIO form against the electrical drawings and confirmed electrical-scope-only responsibility, with structural items staying with the structural engineer.

  4. Reviewed HCAI first-round plan-check comments (received 8/19/2026) for the electrical items.

  5. Received corrected sheets with cloud and delta marks for HCAI resubmittal in September

  • Electrical sheets stamped in time for a pre-2026-code HCAI submittal.

  • Electrical responsibility on the HCAI TIO program defined and limited to the electrical scope.

When this applies

A design-build firm, architect or contractor with a California hospital tenant improvement, such as an ATS or other essential electrical equipment replacement, that needs an electrical PE to stamp sheets, sign HCAI forms within the electrical scope and respond to HCAI comments. Also relevant if parts obsolescence is driving an in-kind equipment swap in a licensed healthcare facility.
