Summary

A Hawaii contractor asked MHL to review and stamp the plans for a utility meter swap at a commercial site. The scope was five meter heads, their disconnects, and one meter main combination on a 120/208V, three-phase, four-wire service. MHL issued three items required for the stamp plus a list of permit-side items, and stamped the revised set within about a day of authorization.

Problem / Objective

The contractor needed a sealed set for a meter revamp on a short timeline. The drawings left out conductor insulation data, the grounding electrode system, and had a voltage conflict on one existing meter.

Process

  1. Received the IFC set (dated 4/1/2026) and defined the scope: five meter heads, associated disconnects, and one meter main combo.

  2. Reviewed the single-line diagram, cover sheet, site plan, and elevations against each other.

  3. Required three fixes before the stamp: conductor insulation type and temperature derating for #3 AWG copper at 100A, grounding electrode system details per NEC 250.66 and 250.28, and a voltage discrepancy on an existing meter.

  4. Listed non-blocking items a plan reviewer might flag: load calculations, panel schedules, meters missing from the single-line, sheet numbering, cut sheets, conduit schedule, and NEC edition.

  5. Checked the contractor’s revision, which added conductor, grounding and existing-meter notes and corrected sheet numbers.

  6. Stamped the revised set.

Payoff / Results (Metrics)

  • Stamped drawings returned on 4/9/2026, the same day the revised set arrived.

  • Three stamp conditions closed through drawing notes, with no redesign.

  • The contractor received an advance list of items that Maui County or the utility can return for.

  • Existing meters were clearly marked as unchanged and reused.

When this applies

An electrical contractor in Hawaii swapping commercial utility meters or meter banks and needing a PE-stamped set with a short turnaround. It also fits anyone whose single-line leaves out conductor ratings or grounding details and wants those caught before the permit counter.
